Governments often do these silly things when countries don't "play by the rules." They:
1. Stop buying goods from any one nation or group of nations. This effects the people of a country more than the government of a country.
2. Expel diplomats of any one nation or group of nations. This means that the people of that country or group of nations has no support.
3. Don't attend international sporting events. This means that you aren't supporting your own atheletes and you'll not be supporting that nations atheletes.
